He cited a pilot programme in the U.S. for the homeless that intends to use radio frequency tagging in order for police, Social Services and related agencies to track the participants' movements. He went on to say that these microchips could easily be introduced covertly, by way of vaccination programmes.
Another example of secret monitoring is the idea of the DNA database.

David claims this is just a step towards a global database. A database containing not just DNA data but personal information too, such as financial records, internet activity and consumer details. All this information is to then be handed over to the C.I.A. so they can control what you do, who you buy from, what you read and what you believe.
HE WHO MOULDS OPINION CAN EXACT ANY LAW HE WANTS.

The idea of totalitarian tiptoeing is that the controllers, those with the knowledge of what is happening all around us, don't jump from a to z in one big leap rather that small steps are taken to achieve the global fascist dictatorship. They lead us down a path with one piece of legislation here, another European Directive there, a terrorist attack that leads to heightened security details armed police tighter controls all in the name of national security.

Was 9/11 an inside job? Was 7/07? I don't know but just look at the changes to the world since those two events. How many new pieces of legislation have been passed in order to protect us? If a group objects to, vetoes a certain piece of legislation, the powers that be reword it, alter it slightly, in order to get it passed.

David Icke concludes with an anecdote about our everyday traffic wardens.
A traffic warden is given 3 cards by his supervisor.
The first is a card that authorises him to enforce parking regulations.
The second is a P.A.C.E. card used by the police when arresting a suspect;
the one that says you have the right to remain silent anything you say will be used etc.
The third is a card that gives him authorisation to enter property. The recipient of the three cards is told to put them away until further notice.

David paints a picture of a pending war; a war that will result in massive civil unrest. Military and police attention is diverted and the traffic wardens' powers are expanded, along with private security firms, to take on the job that the police used to do. Is the fact traffic wardens have recently been re-branded civil enforcement officers a coincidence?

These are just a few of the ideas that David Icke wants to share with you. He says with regard to the election, 'I don't care if I get zero votes or a thousand I have no wish to be an MP. An MP has to swear allegiance to the Queen and I have no allegiance to the queen, maybe to the country but not to just one single person.'
'I will be in the constituency until Election Day and I will talk to anybody who wants to listen. If they don't want to listen that is their choice.'
A question arose from the floor about the budget for the David Icke campaign.
